Preferences for Women Migrants from Gender-Unequal Countries: A Win for Migrants, Host, and Home Countries
The benefits of the migration of women to women themselves, sending, and receiving countries are well-documented. But across the world, women face higher barriers to migration than do men: in accessing the education and work experience that can help qualify them for visas, or in finding the resources necessary to move. And in some countries, women need the permission of husbands or fathers to get a job, to travel, or to obtain a passport. This is a loss to those who want to migrate and a self-inflicted wound on the countries they come from. It is also a loss to destination countries, which are denied the drive and talent of the women who don’t arrive. Recipient countries can help rebalance this inequality with a triple-win policy that benefits migrants, sending countries and themselves alike.

This year’s Open Government Partnership (OGP) summit just wrapped up in Paris, and it looks to have been a great success. The OGP is a partnership of countries that make voluntary but concrete commitments to promote transparency and empower citizens, with the oversight of a steering committee that includes government and civil society representatives. It is time to replicate the model—and a focus on gender equality would be a great place to start.
More than 30 years ago, the late development economist Mahbub Ul-Haq summarized progress on global women’s issues as a story of ‘expanding capabilities and restricted opportunities.’ This motto still applies today, with one very important difference: major advancements in research now provide the evidence to do something about it. And this something may not be as daunting a task or require as many resources as previously thought. The assumption has been that targeted investments increase women’s capabilities and then women change the world.
Knowing in which sectors women-owned businesses cluster can help policymakers identify where their offensive and defensive interests lie so that trade negotiations do not disadvantage women. It would also help in designing capacity-building and other programs to ensure that female-owned businesses can take advantage of new trade opportunities.

Recently CGD hosted the Second Annual Birdsall House Conference on Women, which focused on beyond-aid approaches for women’s economic empowerment, with particular emphasis on private sector engagement. CGD experts have written about how international organizations and national agencies should examine and correct gender biases in the design and delivery of their strategies for financial inclusion. But while public sector interventions are crucial for promoting women’s economic empowerment, the panelists pointed out that the private sector is in many ways better equipped to provide opportunities for women to grow their businesses, investments, and incomes. Here’s our takeaway.
CGD’s new report on family planning, Aligning to 2020: How the FP2020 Core Partners Can Work Better, Together, offers three big recommendations for donors on the path to 2020. They are laid out in greater detail later in this blog, but in brief we urge donors to be more strategic and collaborative in how resources area allocated at the national level; we would like to see stronger incentives developed and rolled out for co-financing and performance; and we encourage greater accountability and learning across the results chain.
