Peru is one of a relatively small number of middle-income countries whose education strategy to raise student learning has involved significant reforms of teacher policy sustained over a sufficiently long period (more than 10 years). Global experience shows that core reforms of the teaching career are both politically and technically challenging. The focus of this paper is the content and implementation of reforms to raise teacher quality in Peru in the period 2007-2020 in the hope that other countries facing the same challenges can benefit from this experience. We conclude with some reflections on how education policy and education politics have contributed to the post-pandemic landscape.
Perú es uno de los pocos países de ingresos medios cuya estrategia educativa para mejorar el aprendizaje de los estudiantes ha involucrado reformas significativas en la política docente, sostenidas durante un período suficientemente largo (más de 10 años). La experiencia global muestra que las reformas fundamentales de la carrera docente son tanto políticamente como técnicamente desafiantes. El foco de este documento es el contenido e implementación de las reformas para elevar la calidad docente en Perú en el período 2007-2020, con la esperanza de que otros países que enfrenten los mismos desafíos puedan beneficiarse de esta experiencia. Concluimos con algunas reflexiones sobre cómo la política y las políticas educativas han contribuido al panorama posterior a la pandemia.
