Migration and development, economic growth, aid effectiveness, economic history
Michael Clemens is director of migration, displacement, and humanitarian policy and a senior fellow at the Center for Global Development, where he studies the economic effects and causes of migration around the world. He has published on migration, development, economic history, and impact evaluation, in peer-reviewed academic journals including the American Economic Review, and his research has been awarded the Royal Economic Society Prize. Clemens also serves as a Research Fellow at the IZA Institute of Labor Economics in Bonn, Germany and as an External Research Fellow of the Centre for Research and Analysis of Migration (CReAM) in the Department of Economics at University College London (UCL). He has served as an Associate Editor of the Journal of Population Economics and World Development. He is the author of the book The Walls of Nations, forthcoming from Columbia University Press. Previously, Clemens has been an Affiliated Associate Professor of Public Policy at Georgetown University, a visiting scholar at New York University, and a consultant for the World Bank, Bain & Co., the Environmental Defense Fund, and the United Nations Development Program. He has lived and worked in Colombia, Brazil, and Turkey. He received his PhD from the Department of Economics at Harvard University, specializing in economic development, public finance, and economic history.
UN Member States are gathering today in New York at the United Nations Headquarters for the first round of negotiations on the Global Compact on Migration zero draft. It is a once-a-generation chance to shape migration cooperatively, for mutual benefit. Global migration governance is, in its current form, unprepared and insufficient to manage future flows.
Richer countries are under pressure to respond to and suppress high levels of irregular migration reaching their borders. One prominent recommendation is for richer countries to expand opportunities for lawful or regular migration. Suppose they do. Will more regular migration simply raise migration overall, or will it substitute for and reduce irregular migration?

Here we review the evidence on whether foreign aid has been directed toward these “root causes” in the past, whether it has deterred migration from poor countries, and whether it can do so.
In response to the recent migrant and refugee crisis, rich countries have redoubled policy efforts to deter future immigration from poor countries by addressing the “root causes” of migration. We review existing evidence on the extent and effectiveness of such efforts.
Mexico and the United States have lacked a bilateral agreement to regulate cross-border labor mobility since 1965. Since that time, unlawful migration from Mexico to the US has exploded. To address this challenge, CGD assembled a group of leaders from both countries and with diverse political affiliations—from backgrounds in national security, labor unions, law, economics, business, and diplomacy—to recommend how to move forward. The result is a new blueprint for a bilateral agreement that is designed to end unlawful migration, promote the interests of US and Mexican workers, and uphold the rule of law.
Skilled workers emigrate from developing countries in rising numbers, raising fears of a drain on the human and financial resources of the countries they leave. This paper critiques existing policy proposals to address the development effects of skilled migration. It then proposes a new kind of policy tool to regulate skilled migration in a way that benefits origin countries, destination countries, and migrants. ‘Global skill partnerships’ are bilateral public-private agreements to link skill creation and skill mobility for mutual benefit. The paper describes how such an agreement might work in one profession (nursing) and one region (North Africa).
Many poor countries, especially in Africa, will miss the MDGs by a large margin. But neither African inaction nor a lack of aid will necessarily be the reason. Instead, responsibility for near-certain ‘failure’ lies with the overly-ambitious goals themselves and unrealistic expectations placed on aid. While the MDGs may have galvanized activists and encouraged bigger aid budgets, over-reaching brings risks as well. Promising too much leads to disillusionment and can erode the constituency for long-term engagement with the developing world.
The emigration of skilled workers from developing countries is often referred to as brain drain and considered something that should be limited. In this paper, resident fellow Michael Clemens takes the term to task and shows instead that a more open skill flow—a more accurate and neutral label—would both benefit home countries and guarantee workers the freedom that is the hallmark of development.
Within a decade, Europe will require hundreds of thousands more nurses than it is likely to train. To meet the growing need, nurses will move in large numbers to Western Europe from other countries, including those in Eastern Europe. But Eastern Europe currently lacks nurses already relative to Western Europe, while Eastern European youths crave opportunities in skilled employment. How can nurses trained in Eastern Europe move to Western Europe in a way that benefits both regions?
