Reconstruction in Aceh and East Timor: A Comparative Perspective

Joao Saldanha, Director of the Timor Institute of Development Studies in Dili, East Timor, will speak about the reconstruction efforts in Aceh and East Timor at this CGD seminar. Peter Timmer, a Senior Fellow at the Center for Global Development, will chair.
The near-total devastation of East Timor by departing Indonesian forces, and of Aceh by the tsunami that hit almost a year ago, have created very similar circumstances in terms of planning and implementing full-scale reconstruction programs. A comparison of these two programs, by an active participant in both, shows the importance of local involvement in the planning efforts and of the need for far-sighted and long-term donor engagement.
