Shape the Debate on the MCC's FY2007 Eligibility Criteria

The Millennium Challenge Corporation (MCC) currently uses 16 indicators of governance and policy performance to determine a country’s eligibility for Millennium Challenge Account (MCA) finance. The MCC is proposing several changes to its selection process this year, including notably, the addition of two natural resource management indicators as supplemental data. In a new CGD Issues Paper, Steve Radelet, Sarah Rose and I assess the quality of the new natural resource indicators and the process of adding them to the existing set of eligibility indicators. The MCC sent Congress its FY2007 eligibility criteria and methodology on Friday, which starts the 30 day required public notification and comment period.
