Former IMF Chief Strauss-Kahn: The Portrait of a Paradox (USA TODAY)

President Nancy Birdsall was quoted in a USA TODAY article about former IMF chief Dominique Strauss-Kahn.

Nonetheless, the shocking charges against Strauss-Kahn could boost the campaign of Christine Lagarde, France's current finance minister, as his IMF successor.

"Before this event, it was just a given that it had to be someone from an emerging market," Rogoff said. "On the other hand, I do think there was a very compelling case that his successor should be a woman from the point of view of the image of the IMF and its role in the world."

Regardless of who's eventually chosen, the selection process should be clear, transparent and open, said Nancy Birdsall, president of the Center for Global Development, an influential anti-poverty organization.

That would give the winner "more legitimacy," Birdsall said.
