Bolivian Gas: Right Goal, Wrong Approach?

Immigration and DevelopmentIn the wake of Bolivian President Evo Morales’ announced nationalization of the country’s natural gas fields, CGD vice president Dennis de Tray considers the likely repercussions. While Morales may have laudable motives, de Tray writes, killing investment incentives is bad business. Morales would do better, de Tray argues, to leave gas extraction to the private sector, fight hard to make sure that Bolivia gets its fair share of the proceeds, and concentrate on how best to spend them.
