Technological advances are a driving force for development. But policy choices determine who benefits. CGD focuses on three key questions around innovation, growth, and inequality: How can governments use existing technologies to deliver services more effectively to citizens? How can international institutions help create and spread new technologies to tackle shared problems like climate change and pandemics? And how can policymakers ensure advances in artificial intelligence, automation, and communications bring shared benefits and not greater global inequality?
As governments across the globe begin to use direct transfers to get money to citizens unable to work, a new report from the Center for Global Development finds that just 56% of citizens across 99 developing countries have access to a phone, a bank account, and an ID. Those three things, the researchers find, are the building blocks for the successful rollout of digital government transfers, from emergency cash transfers in a pandemic to everyday government programs like pensions and food subsidies.
With the majority of all H-1B visas going to Indians, we study how US immigration policy coupled with the internet boom affected both the US and Indian economies, and in particular both countries’ IT sectors. The H-1B scheme led to a tech boom in both countries, inducing substantial gains in firm productivity and consumer welfare in both the United States and India. We find that the US-born workers gained $431 million in 2010 as a result of the H-1B scheme.
While blockchain-based solutions have the potential to increase efficiency and improve outcomes dramatically in some use cases and more marginally (if at all) in others, key constraints must be resolved before blockchain technology can meet its full potential in this space. Overcoming these constraints will require increased dialogue between the development and technology communities and a stronger commitment to collecting and sharing data about what’s working and what isn’t in pilot projects that use the technology.

Over the last two months, prominent economists and financiers, including Citi CEO Jamie Dimon, former IMF Chief Economist Kenneth Rogoff, and former Chair of the US Federal Reserve Ben Bernanke have all voiced skepticism about the currency, triggering a loud response from the crypto community.
Funding the global public good of technology is a useful way for donors to leverage the impact of their aid. Different types of technologies appear to be important to development progress, and to spread, in different ways. ‘Lab coat technologies’ (inventions) spread easily and improve quality of life, ‘process technologies’ (institutions) spread with difficulty and are important to economic growth. For all donor interventions, however, it appears that context matters—the same technology or investment has varied impact in different environments. Donors should take the importance of context on board when designing their technology interventions.
