The effects of climate change are already being seen throughout the world, and it is clear that a fundamental change in the world’s economy will be needed if the planet is to survive. Lower income countries will be among those most affected by climate change; yet they have contributed least to global emissions, with the poorest 52 countries, home to 1.4bn people contributing less than 2% of global emissions.
As the world adjusts to a new climate reality, CGD experts are exploring the role climate finance and wider economic policy can have in assisting developing countries to adapt to whatever economic order may emerge. How can higher income countries and international financial institutions best support developing countries confronting the challenges of climate change? How can the COVID-19 recovery support the changes needed for long-term resilience and sustainability?
An international mechanism to reduce emissions from deforestation using carbon payments (REDD+) can be leveraged to make payments for forests’ biodiversity as well. Paradoxically, under conditions consistent with emerging REDD+ programs, money spent on a mixture of carbon payments and biodiversity payments has the potential to incentivize the provision of greater climate benefits than an equal amount of money spent only on carbon payments.

India’s tax revenue distribution reform creates the world’s first ecological fiscal transfers (EFTs) for forest cover, and a potential model for other countries. In this paper we discuss the origin of India’s EFTs and their potential effects. In a simple preliminary analysis, we do not yet observe that the EFTs have increased forest cover across states, consistent with our hypothesis that one to two years of operation is too soon for the reform to have had an effect. This means there remains substantial scope for state governments to protect and restore forests as an investment in future state revenues.
