How to Assess the Quality of Official Development Assistance (QuODA)

There is a lot of money being spent on official development assistance (ODA). The Organisation for Economic Co-operation and Development (OECD) confirmed recently that countries provided over $160 billion in ODA in 2020. But ten years on from the global agreement reached in Busan, South Korea to improve the quality of how development cooperation is delivered,  what do we know about how well provider countries and multilateral agencies spend that money?

Complying with or Circumventing Conditionality: Two Cases of IMF and Sub-Saharan Africa Country Partnership

The purpose of this presentation was to use two cases of IMF-supported program conditionality to animate a discussion of the bridge between first-best policy advice and on-the-ground development policy in country-specific political economy contexts. Having been involved as Minister of Finance in the Liberia case, and as Director of the Fund’s African Department in the Mozambique case, I approach the issue from both an outside- and an inside-the-IMF perspective.

Four Challenges for Blended Finance and Development Finance Institutions

Overseas development assistance amounts to about $135 billion dollars annually, but the cost of paying for the Sustainable Development Goals will be in the trillions. As a result, blended finance is something of a buzz phrase these days. I left a workshop on blended finance last week in Paris excited about the potential of these new structures and instruments to deliver social returns. But I was also struck by the challenges DFIs and their advocates must overcome in order to fully realize that potential.
