In Norway last year I met with the impressive staff of one of the world’s largest and smartest NGOs. They were unhappy that Norwegian aid money was being used to discourage deforestation in Brazil instead of to immunize children and educate girls in low-income Africa—in other words, to deal with climate change rather than “development.” I countered that minimizing climate change is a crucial piece of development, and urged them to rethink the issue.

It’s that time of year again. In just a few weeks, CGD will release the 2012 results of its annual Commitment to Development Index (CDI) – a product that measures the extent to which wealthy nations are supporting poorer countries’ development efforts in seven policy areas: aid, trade, investment, migration, environment, security, and technology.
Owen Barder unpacks the results agenda, now so much discussed in the aid and development community, here. It’s brilliant. He sets out four different motivations of various parties in the community for their recent focus on the “results agenda”. It’s back to business in the aid industry with the High Level Forum on Aid Effectiveness (HLF4) behind us, although the impact of the Forum and its communiqué, the Busan Partnership for Effective Development Cooperation, will likely continue to be debated for some time.
Brian Atwood, the chair of the Development Assistance Committee at the OECD (and administrator of USAID from 1992 to 1998), was one of the key figures at last week’s Busan High-Level Forum on Aid Effectiveness. He had to help find a balance between broadening the alliance to include new and emerging donors with pushing for further and faster reforms among the main existing donors and multilateral institutions. He has shared with us his reflections on the progress made in Busan, and I encourage you to read them below. He argues that the agreement reached there has set a new direction in the effort to rationalize the global architecture for development.

And now for a really bad idea: according to the Financial Times Michel Barnier, France's farm minister, told a food crisis summit in Berne that Africa and Latin America should adopt their own versions of Europe's Common Agricultural Policy -- massive trade-distorting subsidies -- as a response to rising demand for food.
