Preferences for Women Migrants from Gender-Unequal Countries: A Win for Migrants, Host, and Home Countries
The benefits of the migration of women to women themselves, sending, and receiving countries are well-documented. But across the world, women face higher barriers to migration than do men: in accessing the education and work experience that can help qualify them for visas, or in finding the resources necessary to move. And in some countries, women need the permission of husbands or fathers to get a job, to travel, or to obtain a passport. This is a loss to those who want to migrate and a self-inflicted wound on the countries they come from. It is also a loss to destination countries, which are denied the drive and talent of the women who don’t arrive. Recipient countries can help rebalance this inequality with a triple-win policy that benefits migrants, sending countries and themselves alike.
More than 30 years ago, the late development economist Mahbub Ul-Haq summarized progress on global women’s issues as a story of ‘expanding capabilities and restricted opportunities.’ This motto still applies today, with one very important difference: major advancements in research now provide the evidence to do something about it. And this something may not be as daunting a task or require as many resources as previously thought. The assumption has been that targeted investments increase women’s capabilities and then women change the world.
Recently CGD hosted the Second Annual Birdsall House Conference on Women, which focused on beyond-aid approaches for women’s economic empowerment, with particular emphasis on private sector engagement. CGD experts have written about how international organizations and national agencies should examine and correct gender biases in the design and delivery of their strategies for financial inclusion. But while public sector interventions are crucial for promoting women’s economic empowerment, the panelists pointed out that the private sector is in many ways better equipped to provide opportunities for women to grow their businesses, investments, and incomes. Here’s our takeaway.
For the third year running, CGD just co-hosted Girl Summit DC. Since 2014, the annual event has drawn together hundreds of researchers, practitioners, advocates, and government representatives to explore how to improve the lives of adolescent girls. These discussions have helped galvanize action from domestic and international policymakers. Again this year, we discussed solutions capable of affecting real change in girls’ lives—and opportunities for the next US administration to build upon its previous efforts and strengthen its commitment to girls in low- and middle-income countries.
CGD recently co-hosted a workshop with Data2X, the Millennium Challenge Corporation (MCC), and Development Gateway on the potential of the International Aid Transparency Initiative (IATI) to comprehensively track aid flows and outcomes. Specifically, the discussion explored how IATI can be used to improve the availability of gender data and ensure that women and girls benefit equally from development investments. The third annual Girl Summit DC—taking place this week and co-hosted by CGD, IWHC, Girls Not Brides USA, Population Council, the International Center for Research on Women, and CARE—will be an opportunity to push for more research in specific policy areas, including how to address harmful cultural norms and practices facing girls. Traditions that impact girls in the formative years of their lives is the focus of research at CGD by Joyce Banda, former president of Malawi and now a distinguished visiting fellow at the Center. President Banda will be speaking about the need to better understand some of these widespread practices.

Researchers and advocates alike have made the case for why gender equality—and specifically women’s economic empowerment—is critical for achieving economic growth, eradicating extreme poverty, and improving the health, education, and well-being of people worldwide.
