USAID Administrator Samantha Power appeared before House and Senate authorizing committees late last week to discuss the agency’s FY22 budget. It wasn’t surprising to hear Administrator Power make a case for strong US global engagement—including robust aid investments and continued commitment to humanitarian response. But she also demonstrated—in a number of important ways—a clear-eyed focus on development effectiveness. Below we highlight several issues we were glad to see receive attention.

The Trump administration’s “America First” doctrine has often colored US development policy in an unfavorable way, seeming to inform decisions to withdraw from international dialogues on collective action challenges, restrict migration, and adopt a short-term, transactional view of foreign assistance. These actions have reflected poorly on the United States’ role as a global leader and have considerable implications for development outcomes.
In recent months, USAID has been working diligently to craft its approach to “strategic transitions,” framing the principles it will follow, the benchmarks that will help inform transition decisions, and the programs and tools it can bring to bear. This Thursday, in a public discussion with the agency’s Advisory Committee on Voluntary Foreign Aid (ACVFA), USAID will outline its initial thinking about strategic transitions. The White House delivered an FY2018 budget request, featuring deep spending reductions, to a less-than-receptive Congress early last week. In a series of blog posts, CGD experts sounded off on the proposed cuts to foreign aid and the philosophy that seems to guide them—including the administration’s plans to shutter the Overseas Private Investment Corporation, continued support for the Millennium Challenge Corporation, and the merits and potential downsides of a proposal to shift some security assistance from grants to loans.
For some time, we’ve been cheering MCC’s interest in pursuing approaches that pay for outcomes and encouraging the agency’s stakeholders to get onboard (here and here). Now we can applaud an important step forward. The agency’s new compact with Morocco, which both partners celebrated at an event last Thursday in Rabat, spells out the potential for a results-based financing component—a welcome development.
