The Green Climate Fund (GCF) is the newest funding source to address climate change in developing countries. With $10 billion in pledges – and $5 billion committed to mitigation – the GCF is at a critical juncture because its Board is considering the rules and protocols it will follow when it pays for results. We believe the GCF can learn a lot from existing results-based aid agreements and the state of REDD+ finance (summarized in the forthcoming report of a CGD Working Group) which demonstrate the strengths and weaknesses of pay for results approaches.

GREAT Britain is a slogan increasingly visible around the world – it is the hallmark of the UK government’s international campaign which features the best Great Britain has to offer and aims to present the country as a global leader in business, innovation, culture and so on. In terms of development, Great Britain (the country not the slogan) can take pride: it is the only G20 country to live up to its commitment to provide 0.7% of national income for development assistance.
Next week, President Obama will head up to New York to deliver two speeches to the General Assembly. One will be the "standard" once-yearly address at the opening of the new Assembly Session. The second will focus on the UN Sustainable Development Goals, a fifteen year vision of development progress from ending extreme poverty to halting biodiversity loss that will be adopted by the largest ever gathering of world leaders.

No one said creating development impact bonds (DIB) was going to be easy, but that hasn’t stopped the development community from trying to get them off the ground. The Fred Hollows Foundation, based in Australia, has been hard at work on a DIB to address cataract blindness in Africa. As the Foundation attracts partners to help fund and implement a pilot of the cataract bond, Dr. Lachlan McDonald, the Foundation’s senior health economist, and Alex Rankin, their Global Lead for Policy, Advocacy & Research, shared some lessons learned so far. With Lachlan and Alex’s permission, we’re turning some of those lessons over to you – we hope they’re useful to others seeking to move ahead with their own DIB.
