Qualifying for the Millennium Challenge Account

On March 5, the Bush administration officially announced the procedures that it proposes to use to select countries for the Millennium Challenge Account (MCA). As mandated by Congress, the administration is receiving public comments on the process through April 4. This seminar will take a close look at the details of the MCA qualification process. How does it work? What are the latest data for the 16 indicators? Which countries are most likely to qualify (by unofficial estimates)? How could the selection process be improved?
