In the wake of civil war, the state’s ability to collect and manage public resources profoundly shapes its ability to survive once the short-term avalanche of post-conflict international aid dwindles. Money is power, and the state’s ability to harness this power – and society’s willingness to concede it – is central to the emergence of viable states capable of sustaining a lasting peace. Professor Boyce will present findings from a comparative research project, organized by New York University’s Center on International Cooperation, that lifts the ‘curtain’ that often has separated the economic agenda of public finance from the political agendas of peacebuilding and statebuilding.
