The landscape of development finance is rapidly changing as private investment, private philanthropy, and developing countries’ domestic revenues are growing. Traditional providers of development assistance and private investors wanting to make a social impact are looking for new ways to invest in development and meet growing demand to demonstrate the effectiveness of development funding.

Based on the model of Social Impact Bonds spreading in the UK, the US and elsewhere, Development Impact Bonds (DIBs) are a new approach that brings together private investors, non-profit and private sector service delivery organizations, governments and donors to deliver cost-effective development outcomes. DIBs could be used to solve complex problems, which require not just new sources of funding but new ways to adapt to the needs of communities and individuals and to orient services around evidence of what’s working. Investing in Social Outcomes: Development Impact Bonds, the final report of the high-level Development Impact Bond Working Group, explains how this approach could work and lays out recommendations for taking it forward. This launch event will feature a presentation by two of the Working Group co-chairs, Owen Barder and Toby Eccles, followed by discussion about this innovation with key development and finance experts.
