Congressman Jim Kolbe received the 2006 Commitment to Development Award sponsored by the Center for Global Development and Foreign Policy magazine. An eleven-term Republican representing southern Arizona, he has been a rare and effective voice of reason on foreign aid. As chairman of the House Appropriations Subcommittee on Foreign Operations, Congressman Kolbe was instrumental in the creation of the Millennium Challenge Account. He is also a frank critic of the broader problems of the U.S.'s highly fragmented and poorly administered aid programs. Congressman Kolbe will retire from Congress at the end of his current term. He is the first American to receive the Commitment to Development Award. The Award was presented by Nancy Birdsall, President, Center for Global Development and Moisés Naím, Editor in Chief, Foreign Policy Magazine.
