Policy makers are increasingly aware of the important role international migration can play in development, but what policies can sending and receiving countries adopt to maximize the development impact of migration? Migrants’ ability to leverage their skills in new labor markets can increase the development potential of migration. Policy makers have experimented with labor migration programs to address skill visibility or skill recognition across borders, but results have been mixed. What makes a successful migration skill development system? What are its requisite features?
To answer these questions and make recommendations on how to enhance migration skill development programs to meet the labor market needs of a rapidly changing global economy, the fourteen authors of a new paper conducted three case studies of migration skill development systems: in the Philippines, Australia and Fiji, Mexico, and France. They found that skill value goes beyond skill visibility: for migrant workers to find jobs, employers must not only recognize their skills, but they must also be willing to hire them for those skills.
