Prior to the pandemic, several African countries were in the process of extending their universal health coverage (UHC, or Couverture Sanitaire Universelle-CSU- in French) provisions. The pandemic did not jeopardize the UHC’s objectives; on the contrary, the crisis could be seen as a strong argument for accelerating our efforts. However, it must be recognized that crisis management has disrupted political processes in many countries and that the economic downturn will affect funding for UHC plans.
This webinar will take the form of a collective reflection on the new challenges created by the COVID crisis for the UHC agenda. Together, we will try to identify strategies to overcome them and thus stay the course. The presentation will be made in French. It will be followed by a question-and-answer session and a collective reflection on the lessons learned.
Introduction
- Seydou Coulibaly holds a PHD in development economics with a DESS in economics and health system management and a master's degree in economics. A former health economist in Angola and Mali and a UNICEF research fellow, Seydou is currently in charge of health and social protection funding at the WHO Inter-Country Support Team in West Africa.
Presenting
- Hélène Barroy is an expert in public finance at WHO and has more than 20 years of experience. She specializes in budgeting, public finance management and budget space for health issues. Previously, Hélène worked for the World Bank, the French Government and the European Union, where she provided analytical and technical support for public health financing reform
- Kéfilath Bello is a public health physician. She has been working as a researcher at the Centre for Research in Human Reproduction and Demography (CERRHUD) in Benin since June 2015, including on research and intervention projects on primary health care, supporting African countries in their march towards the CSU. It currently provides technical and scientific support in Benin and Togo for process documentation for CSU, systemic learning, and multi-sector collaboration.
- Y-Ling Chi is a health economist. She is currently working for the Centre for Global Development on setting health priorities, developing care packages and evaluating health technologies. She has worked in many global institutions (including the World Bank, the Global Fund, and the OECD) on issues related to health financing, provider payment and cost studies to inform health policy

- Isidore Sieleunou holds a doctorate in medicine and a PhD in public health. He works for the GFF Secretariat where he provides technical support for the operationalization of country programmes in CAR, DRC and Guinea. Isidore has more than 20 years of experience in public health and health financing in developing countries, including fragile states.
Speakers
- Rokhaya Badiane is a Doctoral student in sociology and holds a master's degree in development studies. She is in charge of Regulation and Litigation at the National Agency for Universal Health Coverage (ANACMU), where she headed the regional service in Dakar. In addition, she has had to be in charge of the promotion and development of community health mutuals.
- Rihani Anas is an engineer with a master's degree in the Fundamentals of Social Protection and Health Insurance. He is currently Head of the Monitoring Division for the Implementation of the Medical Assistance Plan (RAMED) in the Directorate of Planning and Financial Resources of the Moroccan Ministry of Health, and coordinator of the National Basic Group of the Joint Learning Network (JLN).
Synthesis
- Christine Ortiz is an expert in health financing with a degree in international relations and a master's degree in health planning and financing. She joined the P4H Network Coordination Office in April 2021. She has 30 years of professional experience in Latin America, Africa and Asia.
