This briefing is the first of a four-part series focusing on how Congress can help the U.S. build a diverse foreign policy toolkit capable of preventing, mitigating, and resolving violent conflict and civil strife. According to the 9/11 Commission Report, "long-term success demands the use of all elements of national power: diplomacy, intelligence, covert action, law enforcement, economic policy, foreign aid, public diplomacy, and homeland defense. If we favor one tool while neglecting others, we leave ourselves vulnerable and weaken our national effort."

Has the U.S. invested enough in these essential non-military tools? Can the effectiveness of these tools be improved? Come hear from two speakers with inside experience in the Clinton and Bush administrations to learn the importance of sharpening the non-military tools of statecraft and how Congress can help.

Speakers will include:
Gordon Adams: Gordon is a Fellow at the Woodrow Wilson Center and Professor of the Practice of International Affairs at the Elliott School of International Affairs. He is writing a book on national security budgeting. From 1993 to 1997, he was associate director of the Office of Management and Budget, responsible for oversight over all U.S. foreign affairs and national security budgeting for the Executive Office of the President.

Stewart Patrick: Stewart is a research fellow at the Center for Global Development and directs its project on Weak States and U.S. National Security. Prior to joining CGD, Stewart worked in the Secretary of State’s Policy Planning Staff (September 2002 – January 2005), where he helped formulate U.S. policy on Afghanistan as well as a range of global and transnational challenges, including weak and failing states, humanitarian crises, post-conflict reconstruction, organized crime, global health and sustainable development.
