Beyond Short-term Learning Gains: The Impact of Outsourcing Schools in Liberia after Three Years

In 2016, the Liberian government delegated management of 93 randomly-selected public schools to private providers. The program has become an important case study in the design and management of public-private partnerships in the developing world, and a lightning rod for controversy.

The seminar will feature the first presentation outside of Liberia of new RCT results from three years of the program, looking beyond the modest learning gains documented in the first year to measure longer-term effects, impacts on outcomes beyond learning – such as drop-out rates, corporal punishment, and sexual abuse – as well as gaps in performance between different private contractors in Liberia and lessons for the design of PPPs elsewhere.
