Beyond Hong Kong: Is the Doha Development Round Doomed?

As trade officials gather in Hong Kong for the WTO ministerial meeting, ambitions have been lowered and significant market opening now seems endangered. Is the Doha Development Round doomed? Are rich countries doing all that they can to live up to their promises to make globalization work better for poor people in developing countries? What are the main obstacles to an agreement and how can they be overcome?
