MCA, Between a Rock and a Hard Place

The MCC Board of Directors will meet on Nov. 8 to select countries eligible to apply for FY 2006 funding. The Board will face a seemingly impossible task -- how to support more qualifying countries with larger, transformational compacts, from a limited MCC budget.
