Biofuels and the Food Price Crisis: A Survey of the Issues The U.S. Environmental Protection Agency last week rejected a request from the governor of Texas to waive federal ethanol fuel mandates that could consume 40 percent of the U.S. corn crop by 2015. A new working paper by CGD senior fellow Kimberly Elliott demonstrates that for poor people in the developing world corn-based ethanol is a bad bargain.
