CGD has taken an extra interest in Zimbabwe because the country presents several unique challenges for the development community and for Africa. Zimbabwe's increased political repression, descent into economic collapse, and growing international isolation have had an impact well beyond the country's own borders. Efforts by African leaders, such as NEPAD and the APRM, have been undermined by events in Zimbabwe.
The donors, who have been developing strategies for dealing with 'difficult partners', have been frustrated by their inability to encourage a more positive direction for the country. CGD's work on Zimbabwe, led by Research Fellow Todd Moss, includes analysis of the economic conditions and proposes ways for the international community to think about its supporting role in the upcoming transition.

Zimbabwe has experienced a precipitous collapse in its economy over the past five years. The government blames its economic problems on external forces and drought. We assess these claims, but find that the economic crisis has cost the government far more in key budget resources than has the donor pullout. We show that low rainfall cannot account for the shock either. This leaves economic misrule as the only plausible cause of Zimbabwe’s economic regression, the decline in welfare, and unnecessary deaths of its children.
